The short version
Private driveway or lot: no town on our run requires a permit for a roll-off on private property, with two wrinkles — Elkhorn wants a permit after 14 consecutive days, and Fort Atkinson caps it at 30 days. Street, alley, sidewalk or terrace: Janesville, Stoughton, Monroe and Brodhead have a specific permit; Milton, Edgerton, Evansville, Delavan and Elkhorn have a street-privilege permit written for construction materials; Whitewater, Lake Geneva, Clinton, Oregon and Fort Atkinson allow building materials in the street on an official's conditions; Beloit and Orfordville have no route at all. Who may supply the container: Beloit, Delavan, Elkhorn and Monroe license haulers by ordinance; the rest publish no hauler licence. Codes change — every rule below names the section and the office, so it can be confirmed before the truck leaves the yard.
Janesville — the home city
Driveway or lot: no City permit found. Street, alley, sidewalk or terrace: yes. Ordinance 34-173 bars obstructing or occupying any public street, alley or sidewalk without authorization, and 34-175 has the Chief of Police or a designee issue the permit. In practice the City publishes a Dumpster Permit Application through its Building and Planning Divisions — Building Division, City Hall, 18 North Jackson Street, 3rd floor, (608) 755-3060. It allows a two-week maximum, and the dumpster owner must apply — that is us, not you.
The eight conditions on the form: company name on the dumpster; not in a traffic lane; off the public way during a snow emergency until plowing is done; not in an illegal parking spot (15 feet from crosswalks, 10 feet from hydrants, 4 feet from driveway approaches); flush to the curb and no more than 8 feet into the roadway; 60 feet back from any cross-street curb line; a Type II or III barricade or drum with a flashing yellow light on the traffic side; and in alleys, 11 feet left clear with both ends marked. No fee appears in the City's fee schedule or on the form, so we do not quote one.
Who may haul: Janesville has no general hauler licence or franchise for roll-offs. The only City hauler permit is ordinance 30-42, an annual City Clerk permit to tip at the City landfill by hire ($110 first vehicle, $60 each additional), on top of the state DNR licence. Loads must be covered (30-43), and hauling in residential zones is allowed only between 6 am and 9 pm (30-63(d)). Demolition needs a Building Division permit — $132 for a residential structure.
The Rock County towns
Beloit: ordinance 11.05 prohibits any obstruction of a street, alley, sidewalk or terrace and we found no container permit in the chapter — the driveway is the only answer (Public Works, (608) 364-2929). The rule that matters is 17.50: nobody may collect, transport or dispose of solid waste in the City without an annual City Clerk hauler permit, with a DNR licence and $1,000,000 of liability insurance naming the City. Milton: 66-173 is a Street Privilege Permit from the Director of Public Works ((608) 868-6914) for construction materials in the street — surety bond, fee set by Council and not published, expiring after three months. Edgerton: 345-30 is the same kind of permit from the Public Works Director, bond set by Council and fee not stated. Evansville: §106-163(a) is a temporary placement licence from the City Clerk-Treasurer for up to 30 days, applied for with a fee and deposit at least 30 days ahead.
Clinton: 41-175(b)(5) allows building materials in the street on conditions set by the director of public works — no formal permit or fee found. Orfordville: 272-6A(2) keeps any container other than the village's own out of the rights-of-way unless the Village Board authorizes the spot. Footville: the village code is not published online, so we place on the driveway and ask the Village Office ((608) 876-6116) first.
East — Walworth and Jefferson counties
Whitewater: 12.08.020 lets building material sit in the street in front of the lot for not more than ten days, with a written City Manager extension of up to six months; no fee is published. Chapter 14.17 (May 2026) wants a debris disposal and transport plan on major teardowns. Fort Atkinson: the city's "Get a Dumpster Permit" page puts temporary dumpsters on the owner's asphalt or concrete for no more than 30 days; a street placement needs the online exemption form, answered within five business days, fee not stated.
Delavan: §8-3-7 requires a City hauler licence, with a Grade 2 class for occasional construction and demolition work, fees set by Council and not published; §6-2-6 is a Street Privilege Permit through Public Works with insurance and a Council-set fee, 30 days from the Director. Elkhorn: 11.06(15) requires a City hauler licence — Grade 2 for demolition and construction debris at $100 a year; 8.02.7 is a $25 Street Privilege Permit plus actual costs; and 10.10 allows one container on private asphalt or concrete, with a permit after 14 consecutive days and 30 days a year at most. Lake Geneva: 62-67(4) allows building materials in the street under City conditions, with a Police Department permit in a metered spot. No hauler licence found in Whitewater, Fort Atkinson or Lake Geneva.
North and west — Dane and Green counties
Stoughton: the one code that names it outright. §64-9(b)(1) requires a permit for "any obstruction or encumbrance of a public way, for more than two hours. A dumpster is an example of an obstruction" — no more than a third of the street, a 3-foot barrier, yellow flashing beacons at night. Public Works administers it on 608-873-6303; a dumpster-only fee was not published. Oregon: §8.06(2)(e) allows building materials in the street on the Street Superintendent's conditions, with no dumpster permit on the books, and §9.07(3) limits trucks hauling to and from a job site to 7 am to 7 pm. Monroe: §8-3-6 requires a City hauler licence, renewed each July with the City Clerk, fee not published; a container in the street is a Board of Public Works permit under §11-1-7(B)(4), with 3-foot barriers and red lights at night, fee not found. Brodhead: §398-9 is a street privilege permit from the Director of Public Works (608-897-4384) — a bond of up to $10,000, a fee of $10 plus actual City costs, lapsing after three months.
Demolition and asbestos — the state layer
Whatever the town, the DNR asbestos rule (NR 447) sits on top. A one-to-four-unit residential demolition is typically exempt from DNR notification unless it is tied to a road project, a commercial development or urban renewal. A commercial demolition needs an inspection and a notice through the DNR's online ARDN system at least 10 working days before work starts, with fees of $135 to $1,325 by quantity. Asbestos never goes in a roll-off.
What this means when you book
We deliver across all 17 towns and will tell you straight which of these applies to your address. A driveway placement in Janesville is the simplest case; a street placement in Evansville with its 30-day notice is the hardest. Where a town licenses haulers — Beloit, Delavan, Elkhorn, Monroe — we hold the licence there; we would rather say so now than have a container turned away.
